Thinking About Building an ADU? What Chino and Inland Empire Homeowners Should Know

If you own a home in Chino or anywhere in the Inland Empire, there is a good chance you have heard a neighbor talk about adding a backyard unit or converting a garage. Accessory dwelling units, or ADUs, have become one of the most popular ways for local homeowners to create space for family, earn rental income, and build long-term value in the property they already own.

Fall is a smart time to start thinking about one. Design, plans, and city review take time, so homeowners who start planning now may be in a better position to build when the weather and contractor schedules line up next year. Here is what I want every homeowner to know before getting started.

What Is an ADU, Exactly?

An ADU is a second, self-contained home on the same lot as a single-family house. It has its own kitchen, bathroom, and sleeping area. In California, ADUs generally come in a few forms:

  • Detached ADU: a separate small home, often in the backyard

  • Attached ADU: an addition connected to the main house

  • Conversion ADU: an existing garage, basement, or other space turned into a living unit

  • Junior ADU (JADU): a smaller unit created within the walls of the main home

Under state law, a single-family lot can typically have one ADU plus one junior ADU, and cities are generally required to allow an ADU of at least 800 square feet when other standards are met. Local rules still matter, so it is always worth checking with your city's planning department early.

Why ADUs Make Sense in the Inland Empire

Many homes in Chino, Ontario, Eastvale, Fontana, and Rancho Cucamonga sit on lots with usable backyard space. That extra room can be turned into something that works hard for you. Homeowners I talk with usually have one of these goals in mind:

  • A private place for aging parents to live close by

  • A first home for adult children who are saving up

  • Rental income to help with the mortgage or build savings

  • A home office, studio, or guest suite with its own entrance

  • Long-term value when it is time to sell

Multigenerational living is common in our area, and an ADU can give everyone their own space while keeping family together.

California Has Made ADUs Easier to Build

Over the past several years, state lawmakers have passed a series of bills designed to encourage ADUs. A few of the changes that matter most to homeowners:

  • Faster decisions: once a complete application is submitted, cities generally have 60 days to approve or deny an ADU permit.

  • No owner-occupancy requirement for ADUs: you do not have to live on the property to rent out a standard ADU. Junior ADUs have different rules, so ask about those separately.

  • Lower fees for smaller units: ADUs under 750 square feet are exempt from impact fees. Larger units may be charged fees in proportion to the size of the main home.

  • Parking relief: in many situations, such as garage conversions or homes within a half mile of public transit, no additional parking is required.

Rules continue to be updated, and each city applies them through its own ordinance, so confirm the current requirements for your address before you design anything.

What About Property Taxes?

This is one of the most common questions I get. Building an ADU does not trigger a reassessment of your whole property. Under California's rules, the county assessor adds the value of the new construction to your existing assessed value. Your main home keeps its current Prop 13 base, and your tax bill goes up only by the amount tied to the ADU. If you have questions about your specific situation, the county assessor's office or a tax professional can help.

Run the Numbers Before You Build

An ADU is a real investment, and the costs can vary widely depending on size, type, site work, utilities, and finishes. A garage conversion is often less expensive than a new detached unit, but every property is different. Before you commit, it helps to think through:

  • Your total budget, including design, permits, utility connections, and contingencies

  • How you plan to pay for it, such as savings, a home equity line of credit, a cash-out refinance, or a renovation loan

  • What similar units rent for nearby if income is your goal

  • How the ADU may affect your home's value and appeal to future buyers

  • Any HOA rules, easements, or utility locations that could affect placement

Talk with a lender about financing options and get more than one bid from licensed contractors. A qualified designer or builder who knows local city requirements can save you time during plan review.

ADUs and Your Next Move

ADUs matter even if you are not planning to build one. If you are buying, a home with an existing ADU or a lot suited for one could open up options for family living or rental income. If you are selling, a permitted ADU can be a strong feature to highlight. Just make sure the unit was built with proper permits, because unpermitted additions can create challenges during escrow and with appraisals.

I help buyers look at properties through this lens, and I can help sellers present an ADU the right way so buyers understand its full value.

Let's Talk About Your Property's Potential

Every lot, city, and budget is different, and there is no one-size-fits-all answer. If you are curious whether an ADU could work for your home, or you want to find a property in Chino or the Inland Empire that already has one, I would be happy to talk it through with you.
