Your Property Tax Bill Is Coming: What Chino and Inland Empire Homeowners Should Know

Every fall, homeowners across Chino and the Inland Empire get the same envelope in the mail: the annual secured property tax bill. If you bought recently, it might be your first one. If you have owned for years, you may still wonder why your bill looks so different from your neighbor's.

The good news is that California property taxes follow a fairly predictable set of rules. Once you understand them, you can budget with confidence, avoid costly penalties, and make sure you are not paying more than you should.

When Property Taxes Are Due

California's property tax year runs from July 1 to June 30, and the bill is split into two installments. In San Bernardino County (Chino, Chino Hills, Ontario, Rancho Cucamonga, Upland, Montclair, Fontana) and Riverside County (Eastvale, Corona, Jurupa Valley), the dates work the same way:

  • First installment: due November 1, late after December 10

  • Second installment: due February 1, late after April 10

Miss a deadline and a 10% penalty is added to that installment. The second installment also adds a small cost charge. If a deadline falls on a weekend or holiday, it moves to the next business day. Mark your calendar now, because counties rarely waive late penalties.

If your taxes are paid through an impound (escrow) account with your mortgage, your lender handles the payment. It is still smart to look over your bill and confirm the payment posted.

How Prop 13 Shapes Your Bill

Proposition 13 is the foundation of California property taxes. Here is how it works in plain language:

  • Your home is assessed at its purchase price (or value when newly built) when you buy it.

  • The general tax rate is 1% of that assessed value.

  • Each year, the assessed value can rise by no more than 2%, even if market values jump much more.

  • Voter-approved local bonds and assessments are added on top of the 1%, which is why the total rate varies by area.

This is why two identical homes on the same street can have very different tax bills. The owner who bought 20 years ago is taxed on a much lower base than someone who bought last year.

Mello-Roos and Special Assessments

If you live in a newer community, such as parts of Chino, Ontario Ranch, or Eastvale, your bill may include a Community Facilities District (CFD) charge, often called Mello-Roos. These special taxes help pay for infrastructure like roads, schools, and parks in newer developments.

Mello-Roos works differently from the Prop 13 base tax. The amount is set by the district's formula, and each district has its own schedule for when the tax ends. If you are buying, ask for the details on any CFD or assessment before you commit, because it can make a real difference in your monthly payment. If you already own, your title documents and the tax bill itself will show the district name and contact information.

Just Bought? Watch for a Supplemental Bill

New buyers are often surprised by a second bill they were not expecting. When a home sells, the county reassesses it at the new purchase price and sends a supplemental tax bill for the difference between the old assessed value and the new one, prorated for the rest of the tax year.

Supplemental bills are usually mailed directly to the owner, not the lender, even if you have an impound account. Set aside some money after closing so this bill does not catch you off guard.

The Homeowners' Exemption: Easy Savings

If the home is your primary residence, you may qualify for the California Homeowners' Exemption. It reduces your home's taxable value by $7,000, which lowers your bill a little every year.

You file a simple form with your county assessor. To receive the full exemption for a given year, the claim needs to be filed by February 15, and the home must be your principal residence as of January 1. Many new buyers receive the form in the mail after closing, but if you never filed it, it is worth checking your bill to see whether the exemption is applied.

Think Your Assessed Value Is Too High?

Under Proposition 8, if the market value of your home as of January 1 dropped below its Prop 13 assessed value, you can ask the assessor to review it. The San Bernardino County Assessor offers this decline-in-value review free of charge, and Riverside County has a similar process. Check your county assessor's website for the current form and filing window.

Before you file, it helps to look at recent comparable sales near your home. Be careful with paid services that mail official-looking letters offering to file for you, since in many cases you can file directly with the county at no cost.

A Quick Property Tax Checklist

  • Put November 1, December 10, February 1, and April 10 on your calendar

  • Confirm whether your lender pays your taxes or you do

  • Look for the Homeowners' Exemption on your bill

  • Review any Mello-Roos or special assessment lines

  • Set aside funds for a supplemental bill if you bought recently

Property tax rules can get detailed, and your specific situation may call for advice from a tax professional or your county assessor. My goal is to help you understand the big picture so there are no surprises.

"Thinking of Selling Your Chino Home This Fall? 7 Steps to Get Top Dollar."

Spring gets all the attention, but fall can be one of the smartest times to sell a home in Chino and the Inland Empire. Buyers who are still searching after summer are usually serious. They want to be settled before the holidays or the new year, and they have fewer homes to choose from. That means a well-prepared, well-priced home can really stand out.

If you have been thinking about selling, here are seven steps I walk my clients through to help them sell with less stress and more money in their pocket.

1. Start With a Pricing Strategy, Not a Guess

Pricing is the single biggest factor in how fast your home sells and how much you walk away with. Online estimates are a starting point, but they can't see your upgraded kitchen, your cul-de-sac lot, or the fact that the home down the street backs to a busy road.

A good pricing strategy looks at recent closed sales in your neighborhood, what is pending right now, and what is sitting on the market and why. Price it right from day one and you create urgency. Overprice it and you risk chasing the market down with price cuts.

2. Fix the Small Things Buyers Notice First

You don't need a full remodel to sell well. Most buyers form their opinion in the first 30 seconds, so focus on the easy wins:

  • Fresh paint in neutral colors, especially in high-traffic rooms

  • Replace burned-out bulbs and outdated light fixtures

  • Repair leaky faucets, sticky doors, and cracked outlet covers

  • Deep clean carpets, grout, and windows

  • Service the HVAC so it's ready for cooler nights

These small fixes tell buyers the home has been cared for, and that confidence shows up in stronger offers.

3. Boost Your Curb Appeal for Fall

In the Inland Empire, fall weather is still great for showing a home outdoors. Trim trees and shrubs, refresh mulch, clean up fallen leaves, and add a couple of seasonal potted plants by the front door. A freshly painted front door and new house numbers are inexpensive upgrades that make a strong first impression, both in person and in your listing photos.

4. Stage for How Buyers Live Today

Many Chino and Chino Hills buyers are looking for space to work from home, room for extended family, or a backyard made for entertaining. Show them how your home fits that lifestyle. Set up a clean home office nook, clear countertops, and remove extra furniture so rooms feel bigger. If you have a patio, stage it with a small table and chairs so buyers can picture evenings outside.

5. Invest in Professional Photos and Video

Nearly every buyer starts their search online, so your listing photos are your first showing. Professional photography, a walkthrough video, and a good floor plan help your home get more clicks, more saves, and more showings. Fall's softer light is also great for exterior shots.

6. Get Your Paperwork Ready Early

California has detailed seller disclosure requirements, and being organized up front helps prevent surprises during escrow. Start gathering:

  • Permits and receipts for any upgrades or repairs

  • HOA documents, if your home is in an HOA

  • Information on any Mello-Roos or special assessments, which are common in newer communities such as The Preserve

  • Warranties for your roof, solar, appliances, or HVAC

Some sellers also choose a pre-listing inspection so they know about issues before buyers do and can decide whether to fix them or price accordingly.

7. Plan Your Timeline Around the Holidays

A typical escrow in California runs about 30 to 45 days. If you list in late September or October, you could be closed before Thanksgiving or the winter holidays. If you are also buying your next home, we can map out a plan so your sale and your purchase line up, whether that means a rent-back, a contingent offer, or another option that fits your situation.

Ready to Find Out What Your Home Is Worth?

Every home and every neighborhood is different, and the right plan depends on your goals. If you are thinking about selling in Chino, Chino Hills, Ontario, Eastvale, or anywhere in the Inland Empire, I would be happy to put together a free, no-obligation home value report and a custom selling plan for you.
